The AI drafts briefs from resident reports and reads scanned agency notices. It never decides who is alerted, never invents wards or departments, and never sees news content. Everything it writes is labelled as unverified.

Reports, votes, briefs, alert sign-ups and access requests are saved in data/local/db.json on this machine. There is no sample data.

Residents: we store a ward pin and an anonymous device id — no name, phone or email. Government staff who request portal access share a name and official email, with consent, only for that request. Google Analytics runs only if you allow it.
